Beginner drone pilot crashes into majestic iceberg

This drone was lost to the depths of Jökulsárlón ice lagoon in Iceland. Since then, drones have been banned from this area. There are more and more drone users every day. What do you think is the right way to go, banning them from more areas or maybe requiring all drone users to get certified first? Or something else?
